The objective of this article is to analyze the contracts and bids of the City Council of Congonhas – Minas Gerais, of the years 2017 and 2018, in order to understand how, in practice, this process occurs in public management. In order to reach this objective, the literature review dealt with concepts and principles of Public Administration, contracts and biddings, in addition to the legislation that deals with the issue. The qualitative study was carried out by the case study method, through interviews with semi-structured scripts with the employees involved in the process of purchasing assets and services of the Municipal Legislative. The research results showed that the purchasing process and bidding is regularly conducted, however, it faces difficulties, mainly in the quotation and receipt. Another factor observed is the lack of planning of the administration, which should, besides finding out the demands, reconcile the needs with the City Council’s budget and finances.

Public purchasing: an analysis of approved bidding processes in Londrina-PR

The municipal public administration has the responsability to allocate the collected resourses and return them in form of services provided to the population. Therefore, the purchasing process must be managed with consistence. The objective of the research is to evaluate the evolution of the approved bidding processes in the city of Londrina for the first two quarters of 2018 and 2017. The research is classified as empirical, with a descriptive quantitative approach and case study, the method of data collection is documentary. Trought a Term of Thecnichal Cooperation between the City Hall of Londrina and the State University of Londrina, a project is carried out in the Department of Public Admministration, and the present study represents a portion of this. 284 approved bidding processes in the Department of Public Admministration were compared, from wich were verified the requesting departaments, processing deadlines, maximum values and number of approved but unsuccessful itens. The survey found that the average deadlines decreased and there was an incerease in the number of processes approved per month in 2018, there was also an increase in the savings generated by the bids in the period, and both periods decreased in relation to the total.

Monitoring strategic planning is a key step to ensure its success, whether in private organizations or in the public sector. To assist in monitoring strategic plans, organizations, especially public ones, rely on transparency as one of their tools. It is through this that the information about public management, that is, of the actions projected by the planning, are made available to the society. When accessing them, society can demand the fulfillment of the goals and objectives outlined. This social control helps public agents make corrections, updates and course changes necessary to reach their strategic objectives with greater effectiveness. In this sense, this theoretical essay aims at discussing the role of transparency as instrument of municipal public strategic planning, especially in the monitoring stage. In this study, the monitoring stage of the strategic plans of the public administration is evidenced. Our discussion shows the importance of transparency mechanisms to the municipal calculations, not only to improve the quality of public information, but also to increase quality of governance and trust in government. It is also understood that transparency promotes the participation of citizens in public management, which favors the effectivity of public policies and, as a consequence, promotes development to the society

Accountability is addressed in several aspects, including the transparency of information, which is mandatory under Brazilian law. The objective of this research is to verify how the compliance with the provisions of the Law on Access to Information and the Law on Transparency, by the executive branch, in municipalities with less than 20,000 inhabitants. It is a qualitative, descriptive research that used a documentary survey to collect data. The contents and electronic site of the portals were analyzed. It was verified that the information regarding the electronic site, expenses and daily, are the most publicized, while the block of transfers has the lowest disclosure. The percentage of the transparency ranking ranged from 11.67% to 91.67%. The average of items served by portal was 67.34% of the total of 60 obligatory. Previous studies permeate the discussions. It is concluded that, even the small municipalities, are not complying with all Brazilian legal norms, giving rise to criticisms about the elements of public transparency. Lack of supervision and punishment may be the cause of non-compliance with legislation.
