Show Abstract
This article deals with one of the aspects of the administrative reform in Brazil: its effectiveness in moving from remuneration and other employment conditions of the public sector to a position closer to that of the market. Administrative reforms propose directing some tasks, that were in principle the responsibility of government, towards the private sector. The article does not deal with the problem of an efficient organisation of governmental functions (those linked to internal efficiency), but focuses, instead, on the problem of the unsustainability of public service reforms, that emerges if employment conditions remain remarkably different between the public and private sectors (the problem of external efficiency). By utilising data pertaining to Brazil, this article gears aggregate estimations of the expansion of theses distortions at different levels of government and draws political lessons. It evaluates, furthermore, what is being done in Brazil as to the policy measures suggested by the analysis. It concludes, thus, in an optimistic key, that administrative reforms should combine principles of internal efficiency with principles of external efficiency, that t he reforms of social security and of employment should support administrative reforms, and that all those reforms reflect a comprehensive rethinking of the role of the State in improving the efficiency of the whole economy.
