Show Abstract
The paper examines with the issue of both internal and external administrative controls in Italy. The author points out the weakness of the internal controls, especially management controls, and examines the most widely used type of external control in the Italian system, the preventive legitimacy controls, which in his opinion should be replaced by sucessive controls of the administrative activities or of the administrative management. The document also deals with the progress in the relationship between the General Accounting Office and the Parliament, with the recent transformation trends in the control area, including aspects related to the constitutional reform and to the European Union, as well as new legislative facts that occurred in 1993 and 1994.
