Theoreticians have been drawing our attention to the increasingly closer relations between third-sector organizations and the State. From an international perspective, these closer relations are being fostered by what is now referred to as the crisis of the welfare State and, therefore, they emerged from the search for alternative models for implementing social policies. Domestically, the expansion of the third sector resulted, in part, from Brazil’s redemocratization process and from the proliferation and maturing of civil-society initiatives. This text intends to foster reflections on the context in which these relations emerge and develop. We think that shedding light on the idea of partnership can help us to reach a better understanding of the potential and limitations of this inter-sectoral cooperation model.
