Evaluating the evolution of a city based on concepts such as sustainable cities and smart cities can be a very complex process, however, evaluating the evolution of legislation in relation to these themes may reveal more or less mention of these themes and, consequently, it becomes possible to develop a sample of the scenario that the municipality is in. Considering this context, this article had the general objective of analyzing whether the changes occurred in the master plans concerning the city of Santa Maria / RS were in the sense of approaching the concepts of sustainable and intelligent cities. It can be seen that the city’s Master Plan has made remarkable progress over the years, both in terms of content and knowledge about what the city needs to be sustainable and intelligent and the importance of this transformation for the community and region. As the concern for sustainable and intelligent development grows, so do the indexes for issues such as municipal infrastructure, reducing poverty and increasing the quality of life of citizens.
