This article is an attempt at improving the understanding of the trends in Brazilian Administration by emphasizing the movement toward Administrative Reform. In some seetions of his article the Author's primary concern is to provide information. In other sections he resorted to clirect transeriptions of texts by both indigenous and foreign writers whose conclusions evere relevant to his study. Furthermore, among a great variety of issues, concepts, theories, suggestions and experiences that permeate the trencl toward Administrative Reform - given the scope of the article - only the most meaningful were pointed out. The author did not have the intention to preseribe rules anel strategies nor diel he recommend ways to solve problems. Rather his purpose was to lead the reader to meditate in order to put forth his own illations.
