Resumo:
Neste artigo procura-se contribuir para o debate acerca da crescente participação de organizações da sociedade civil na gestão de políticas públicas, a partir da análise dos resultados de pesquisa de campo sobre projetos sociais e experiências de combate à exclusão social desenvolvida na Amazônia Legal. Na primeira parte do trabalho o problema da exclusão social na região é delimitado, bem como é analisada a emergência de novos atores sociais, as organizações da sociedade civil que constituem o chamado terceiro setor. Em seguida são apresentados os aspectos metodológicos da pesquisa. No tópico seguinte é feita a caracterização das organizações da sociedade civil pesquisadas e dos projetos desenvolvidos por essas organizações e instituições públicas com o objetivo de aliviar os problemas de exclusão social na região. Na parte final do artigo são apresentados alguns problemas e desafios para a atuação conjunta das organizações da sociedade civil com o Estado.

This paper contributes to the debate about the growing participation of civil society organizations in the public policies management in the Brazilian Amazon Region, based upon the analysis of results of a field research on projects in this region which aim to fight social exclusion and reduce social deficits. In the first part of this work the problem of social exclusion in the region is established and the rising of new social actors is as well as the civil society organizations which constitute the third sector. Following, the methodological aspects of the research are presented. In the second part, a characterization of the researched civil society organizations and the projects developed by these organizations and public entities is made with the purpose of alleviating the problems of social exclusion in the region. The third part of the article discusses some problems and challenges for the joint action of Civil Society Organizations with the Government.
