Contracts and bids: a study with the municipal council of councilors of Congonhas-MG
Resumo:
O objetivo deste artigo é analisar os contratos e licitações da Câmara Municipal de Congonhas – Minas Gerais, dos anos 2017 e 2018, a fim de compreender como, na prática, ocorre este processo na gestão pública. Visando alcançar tal objetivo a revisão de literatura tratou de conceitos e princípios encontrados na Administração Pública, focando em contratos e licitações, além da legislação que versa sobre o assunto. Desta forma, a abordagem qualitativa foi realizada pelo método de estudo de caso, por meio de entrevistas, as quais possuíam com roteiros semiestruturados, com os servidores envolvidos no processo de aquisição de bens e serviços do Poder Legislativo Municipal. Os resultados da pesquisa demonstraram que o processo de compras e licitações é regularmente conduzido. Entretanto, enfrenta dificuldades, principalmente, nas fases de cotação e recebimento. Outro fator observado é a falta de planejamento da administração que deveria, além de levantar as demandas, conciliar previamente as necessidades com o orçamento e as finanças da Câmara Municipal.

The objective of this article is to analyze the contracts and bids of the City Council of Congonhas – Minas Gerais, of the years 2017 and 2018, in order to understand how, in practice, this process occurs in public management. In order to reach this objective, the literature review dealt with concepts and principles of Public Administration, contracts and biddings, in addition to the legislation that deals with the issue. The qualitative study was carried out by the case study method, through interviews with semi-structured scripts with the employees involved in the process of purchasing assets and services of the Municipal Legislative. The research results showed that the purchasing process and bidding is regularly conducted, however, it faces difficulties, mainly in the quotation and receipt. Another factor observed is the lack of planning of the administration, which should, besides finding out the demands, reconcile the needs with the City Council’s budget and finances.
