The work analyzes the Law nº 12.527, of 18 of November of 2011, called Law of Access to the Information, created with the prescribed objective of the right of access to the information, foreseen in the article 5º, subsection XXXIII, of the Federal Constitution. Such behavior generates a collision between two foreseen basic rights in the Federal Constitution: the right to the information and the right to the protection of the privacy, private life, honor and image, foreseen in the X of the same device. On the basis of this quarrel, the work has as objective: (i) to examine Law of Access to the Information nº. 12.527, of the 2011, and article 5º of the Federal Constitution of 1988, in order to understand the conflict generated; and (ii) to analyze the referring information to the Law of Access to the Information in the city of Santo Ângelo, in the period of May of 2012 to May of 2014. To reach this objective, semistructuralized questionnaire was applied in the Municipal City hall. The results had allowed to observe that, in the year of 2012, it had a bigger demand for requests, being that the majority was carried through by site of the City hall.
