In the following research you will find a project that emphasizes the gap in digital environment inside the "Lusofonia". According to this proposal, the cultural echoes in this field should be shared through the web society among universal links that are embraced by historical process which have started during the "Discoveries". By using new technologies, we can experience new feelings and reconcile our directions. Perhaps, it may sounds strange to talk about information and education in areas where poverty takes place. However, this proposal believes that these instruments can help to invert the face of misery in a special self-sustainable way. It highlights in the cultural factor, the society recognition of the necessity of preservation and dissemination of tradition that probably will disappear among economic project implementations. The proposal of "The Digital Lusofonia”, in the dimension of Digital Culture is not only to offer new tolls by the already tired expression "knowledge society", but a possibility of awake people to new projects of life. This study observes the importance that CPLP has given to the topics mentioned during ten years of existence (1996 – 2006) in terms of communication, new channels, social inclusion, education etc. While an efficient, based on education values, and pragmatic communication plan not yet exist, many ideas and initiatives are created, but they generally do not become concrete. Consequently, "Lusofonia", in the real plan, is an accumulation of theories restricted to thoughts of a social group, and it remains frozen. Therefore, it can not breed until it is put in action.
