Show Abstract
In the recent Brazlian history, the experiments involving local development issues have gained visibility and have been playing a key role in the country´s new development cycle. However, many authors point out an obstacle to this development process, which is the lack of a structure to support the efficient allocation of private and public efforts. In this context, this study has proposed to develop a tool to analyze the national industries in a systemic form, equipping public managers and other institutional agents with a practical tool to promote local development. A new model of life-cycle, the sectorial one, guided by an index — named Sectorial Development Index — that identifies the stage of development of the industrial sectors. The index is constituted by four variables (participation in the exports of the country, number of companies with valid patents, market share and number of companies), which represent the analyzed sectorial structures: competitive, technological, productive and social. The proposed tool aims to become a subsidies source for the directive project and the formulation of development strategies and actions, concerning both public policies and also the initiatives which should be adopted by the private sector.
