This paper analyzes the development of the Brazilian telecommunication services sector in the neo-Schumpeterian Evolutionary Theory perspective. We sought to determine whether the Brazilian technological regime characteristics fits into the international scene; to map the innovation environment in which telecommunication services operate; and to consider whether the state post-privatization of the sector encouraged the construction of a technological regime and innovation environment capable of promoting the development of Brazil. The research was developed based on documental analysis and on the Technological Innovation Research (PINTEC) data for 2005 and 2008. The technological regime was established according to Marsili’s (2001) taxonomy. The paper concludes that the technological regime of Brazilian telecommunication services has similarities with the U.S. standard and tends to be a supplier dominated sector. The innovation environment showed that the legal-organizational structure specific to the telecommunication services sector does not accompany the innovative dynamism of the sector. The structure that is not specific to telecommunication services sector foster an innovation environment.

Drawing on a single case study based on first-hand and long-term evidence gathered through extensive fieldwork, this article examines the process of technological capability accumulation and its implications for operational performance improvement in a chemical firm in Brazil (1980-2007). The evidence indicates that the efforts on technological capability accumulation, especially for innovative activities, permitted the case-study firm to improve its operational performance, notably in terms of technical and, to some extent, in terms of commercial indicators. This study contributes to advancing our understanding of relationship between the firm-level accumulation of technological capabilities and operational performance improvement. The study draws managers’ attention to the importance of managing and measuring a multiplicity of technological capabilities within firms and to the relevance of firm-level engineering-based innovative activities, normally neglected by policy makers.

This article aims to study the university-industry interactions in Brazil focusing on the relationship between the knowledge transfer channels from universities and PRIs (Public Research Institutes) and the firm’s innovative performance. For this purpose, it was used data from a survey with 314 companies in Brazil about the university-industry interaction. Based on the bivariate probit model, it was noticed that, some knowledge channels from university and PRIs have a positive relation with the firms’ innovative performance in Brazil. Within channels’ categories, those linked to informal activities and licensing have direct relation on the product innovation likelihood, while only the informal activities channel has a positive effect on the probability of process innovation.

This paper discusses the sectoral differences in the innovation activity in Brazilian small industrial firms. It starts with the hypothesis, originally developed by Pavitt (1984), that there is sectoral heterogeneity in the generation of innovations process, regarding the knowledge sources and the cooperation relationships as well as the results in terms of rates of product and process innovation. In this work we use data from the Pesquisa de Inovação Tecnológica (PINTEC) released by the Instituto Brasileiro de Geografia e Estatística (IBGE) for the year 2008. By using a tabulation specifically developed for this study, we present the data displayed by firm size and sector. The results confirm the main hypothesis and show that the innovative behavior of small firms should be apprehended in the light of the sectoral specific features that underlie the innovation activity, results which are consistent with the propositions of the literature.

High-tech industry: a taxonomy based on R&D intensity and trade performance

This paper aims to build and discuss a typology of national high tech industries according to technology intensity and international trade. To fundament the analyze it was used the production fragmentation concept. It was made a matrix of countries according to their position in the two selected indicators. As a result it was found four types of countries: (i) surplus technology leaders; (ii) deficit technology leaders; (iii) surplus technology followers and (iv) deficit technology followers. The paper concludes that the traditional theories about international commerce cannot explain the matrix as a whole. To do so, it is necessary to use the production fragmentation concept that is a new concept in the global value chain theory.

In this paper, business enterprise R&D expenditures in Brazil are decomposed to stress the role of the individual firms’ innovation efforts and of the industrial structure in the aggregate levels of this indicator. Based on the aggregation of the manufacturing industry sectors into four groups according to their technological intensity, the ratio between R&D expenditures and net sales of the manufacturing in Brazil was analyzed and compared with the ratios observed in Germany, in the United States and in Canada. It is argued that if the target of Brazilian innovation policy is to increase the ratio between business enterprise R&D expenditures and the GDP, the focus should be placed on high and medium-high technology sectors. On the other hand, additional instruments targeting medium-low and low technology sectors should be used to allow them to benefit from incremental innovations and from the absorption of practices not directly related to R&D.
