This paper aims to summarize the technology perspectives and innovative scenarios applied in the Amazon region. A call for papers for the Special Issue yielded four accepted articles that serve as the source for the summary. All these articles focus on specific cases in the Legal Amazon region and provide empirical evidence supported by theories and relevant literature. All the articles emphasized the need for investment in the form of networks for development and innovation. A descriptive, qualitative approach using the bibliometric software WordStat 8® identified the words most frequently used in the four papers included this special issue. The most relevant terms identified were: network, innovation, firms, production, research and development. In total, these articles point to varied partners and institutions necessary for building networks to further development and innovation. This Special Issue is a first step to building a knowledge base focused on the Amazon region that is missing in the academic literature. Future contributions must build and expand the discussion of empirical cases and reflect different disciplines that contribute to industries, policies, society and networks. This is necessary to improve innovation and economic development of this important region.

There is a vast literature on innovation and diffusion of technology in Agribusiness. The dominant explanation of dissemination of innovations emphasizes processes involving information flows through a social system. Research questions on innovation and diffusion of technology transcend conventional disciplinary boundaries. This article’s objective is to investigate innovation and diffusion of technology in the context of agriculture in floodplains in provincial Amazonas, Brazil. A set of propositions were defined, focusing on factors that impact on the conceptualization of the process of innovation and diffusion. A qualitative research approach was employed, based on semi-structured interviews. In this study, the analytical stages of the mental process of diffusion do not determine adoption of innovation. The results suggest that the supply-side competitive environment, in conjunction with the influence of agribusiness, technical support, a development-oriented political agenda, university projects, and practices in the field can facilitate diffusion of technologies. This paper seeks to extend the current paradigm of understanding of innovations and diffusion, incorporating factors that apply in a specific agricultural context, suggesting elements that, if stimulated, can be communicated and assimilated within a social system.

Coproduction between Government and Civil Society to Establish Smart Cities in the State of Pará

This article discusses the environment around the process of adopting the concept of smart cities in the State of Pará (Brazil), based on the coproduction of public services involving civil society and government. The study presents a case study of coproduction focusing on the rural area, characterized by the partnership between a civil society organization and public agencies from the state, and local governments to enable specialized medical care. The article also shows the results of a survey about coproduction, focused on the urban area, seeking to identify the feasibility to implement a data sharing service, using the Wi-Fi of individuals and households in areas where the local government has difficulties in offering public services. The use of this shared infrastructure would allow coproducing public services, including preventive telemedicine services in the neighborhoods around the Metropolitan Region of Belém. The survey was based on the following question: To what extent are citizens and civil society organizations willing to form partnerships to coproduce with the government?. The results of this article show that citizens and civil society organizations are willing to coproduce with governments and explore the conditions for these partnerships to happen. Also, the article shows that coproduction involving technological infrastructure and solutions may be a start to discussing and establishing smart cities in the state of Pará.

Go Global or Stay Local? Understanding How Fiscal Incentives Reshape Supply Networks

This study investigates the way firms reconfigure their supply base and reshape their production network to capture value from Free Trade Zone incentives to capture value from incentives. Six production networks located in Manaus, Brazil are analyzed using the Global Production Network framework and factors related to plant type and supplier relationships. A multiple case study was conducted. Data was collected using in-depth semi-structured interviews administered in loco, and the selected the firms were leaders in three different industries: transportation, mechanical assembly and chemicals. The results indicate that, if effectively applied, incentives can impact production network configuration from an embeddedness perspective, causing a firm to change its strategic role. Based on the analysis, we propose five propositions that challenge the relationships among autonomy, value creation, plant types and levels of embeddedness. The propositions are particularly useful for suppliers and distributors, as well as public agencies, including infrastructure providers and policymakers.

The process of industrial restructuring has adopted different types of relationships in order to guarantee the organizations survival and development. Bioindustry requires high technical-scientific investments that are obtained through partnerships. These collaborative relationships, however, have been challenging in Brazil. In the Amazon context, where value adding in the use of biodiversity resources bears high importance for regional sustainable development, studies point to difficulties of interaction between bioindustry firms, university, and government. Against this backdrop, this research analyzes the perception of entrepreneurs operating in the Amazon bioindustry regarding the inter-organizational relationships. Qualitative research was carried out with thirteen firms, collecting data based on network pictures, complemented with semi-structured interviews. The study identified that attributes such as friendship and trust are primary factors in the relationships, and that the complementarity of resources is the main reason to establish partnerships. However, the findings suggest that inter and intra-sectorial relationships in this Amazon bioindustry are far behind what is recommended in literature to affirm the existence of a business network. Therefore, the study points out the need for strategic actions to approximate these actors in bioindustry.
