This article presents a brief history of social protection in Brazil, based on the paradigm models of social assistance, social insurance and social security. The 1988 Constitution broke up with the system then in effect, characterized by a mix of social assistance and social insurance. In the new design of social protection, health, insurance and social assistance are joined under the concept of social security. Nevertheless, the implementation of this model of democratically  managed and decentralized universal policies, faced an adverse context of economic adjustment and hegemonic liberal ideology, which resulted in the emphasis on social policies. Although social legislation has improved, there is at the same time a deterioration of sociability in the big cities, with an explosion of violence. To empower the large urban masses as citizens has been the great challenge for the implementation of an effective social security. Some experiences of social policy management in the local level have been able to face the challenge creatively and innovatively, demonstrating the potential of universalizing citizenship.

Solidarity: a concept tensioned between public and private

Although the concept of solidarity is related to a historically secular phenomenon, it has only been intensively used in the vocabulary of different social sectors in Brazil from beginning of the last decade, similarly to what has occurred abroad. Based on an analysis of the context in which the concept appears and invades the discourse related to interventions in social inequities, this article examines the differences that this apparently consensual concept hides in terms of its meaning and its values, as well as in its political dimensions and the social forces that it is capable to mobilize. And, from different approaches in the field of social sciences, it also discusses some hypotheses on the social and political meaning of the intensive use of the concept of solidarity since the end of the 20th century and on the actions that this concept intends to guide, considering the challenges placed by the newworld order.

This article shows how — on a regional landmark of social policy changes in the direction of focalization, privatization, deregulation, subvention and demand — social services in Brazil (and especially in São Paulo) advances toward a paradigmatic transformation in the opposite political direction, that of the assurance of citizens’ right. It also shows how, based on need (and not on demand), there is access to a wide array of goods and social services — from income transference to mechanisms that allow the excluded to have access to society’s opportunities. The article presents the history of social services and its ties to the movement of social service as a profession.

This article presents the innovative experience of social service restructuring that began in 2002 at the Department of Social Services of the city of São Paulo. Based on Mike Moore’s ‘strategic triangle’ and Peter Drucker’s ‘business theory’, it analyzes the aspects of the policy, programmatic and operational management of social services. The three management levels had innovative enterprises that established a synergetic logic.

The development of information systems and evaluation procedures is hailed today as a technical must for State management and its public policies. This articleargues that the development and use of such systems is far more than a technical issue. Through the analyses of three concrete transformations in the information system of the social service policy of São Paulo the article shows how such transformations are essentially political in nature, transforming the relative powers of actors engaged in the policy system and becoming the backbone of a major ideological, organizational and normative paradigmatic shift in the social service policies of São Paulo.

This article presents an experience of local public policy management which had the challenge of bringing the dynamics of the city of São Paulo to the social services policy space, so as to articulate the urban and the social aspects as part of the dynamics of the citizens’ daily lives. The process of incorporation of new technologies by the technical staff of the Social Services Department of the city of São Paulo, responsible for data generation, should be underlined. The challenge of the analysis lies in capturing a knowledge building process based on the relationship between technological innovation and social policy management control, as well as on the daily experience of the actors involved.

New paradigms in social management which are characterized by a change from a hierarchical, bureaucratic and static perspective to a more strategic and innovative view emphasize the use and dissemination of information within organizations as a central aspect in the implementation of programs and public polices. Within this perspective the introduction of a territorial dimension in the process of social management has shown to be an efficient strategy to overcome sectorialized and/or centralized postures. The introduction of this dimension demands the appropriation of instruments capable of incorporating and treating spatial information in analytical processes. Geoprocessing is a privileged analytical tool in social management for its capacity to treat and represent spatial information in computational environments. Therefore it is necessary to establish the conceptual link between space for social management and the technology as a representational support, identifying the possibilities and limitations of its application.

This article describes the participation of Social Services Department workers of city of São Paulo in a public psychodrama with the street population, as well as its reflexes on the establishment of a people management policy, in respect to personnel qualification and formation actions. The strategy was to carry out ‘Intercession as a daily practice’, a course for 210 participants organized in groups distributed by region. They discussed issues such as their relationship with the city, the difference between ethics and moral, kinds of approaches to children, adolescents and adults, myths, fears, prejudice and surprises, violence, and the professional valorization of public and NGO workers in the social service area. The result was the establishment of the information and content needed for personnel qualification and development actions, as well as the adoption of development to support the change of organization culture, concepts and work practices.

This article shows how the establishment of an institution for formation, qualification and knowledge generation in the Department of Social Services of the city of São Paulo — the Public Space for Social Learning (Espaso) — contributed for the process of paradigmatic transformation of social services. Starting from a residuary and patronizing model it became a social protection policy with central command and territorial action, guaranteeing rights and promoting citizenship. Espaso was created not only with the purpose of contributing to the formation of the different actors involved in this policy, but also of fomenting the production and distribution of knowledge and technical cooperation, disseminating general guidelines, qualifying relations with social organizations, sharing know-how, appreciating different kinds of knowledge, and creating a network of knowledge and of professionals that are in tune with the social service public policy.

This article analyzes the behavior of public finances in Bahia cities between the years of 1989 and 1996. Based on the principle that the analysis of public finances is an essential instrument for understanding the difficulties that the national subunits have faced since the 1980’s, particularly since 1988, due to an extensive State crisis (mainly fiscal), the article discusses the emergence of reforms. After 1988, the disarticulation of the model of development and implementation of public policies in Brazil started to demand from public managers of the subnacional spheres bigger efforts of rationality and probity in public administration, considering that the solidarity of the federal government with the regional, state and local policies no longer exists (at least currently). These facts demand that the research on Brazilian public power be redirected toward understanding this disorderly decentralization process and the subnational units’ real fiscal capacity to perform their new duties.
