This paper is based upon the premise that the Popular Front administration represented a new model of participatory public administration in Porto Alegre, whose basic principIes were endorsed by the results of the 1992 elections for that city's mayor. Therefore, that administration's planning process was analyzed both under the participatory and strategic lights. The main conclusions are: the participatory budgeting process initiated in 1989 can be considered as a type of partipatory planning, the situational strategic planning, which begun in 1991, was certainly a kind of strategic planning; the Porto Alegre Mais - Cidade Constituinte program, which started in 1992, can be considered a combination of both types. In short, the Popular Front administration tried to consolidate a simultaneously participatory and strategic planning process, in order to guarantee that the citizens of Porto Alegre could monitor and collaborate with their govemment, profiting both from their own knowledge and that of the govemment's technical staff.

This pape r presents the results of a survey on 3,390 letters sent to the Globo Rural show, about a report on worm raising. The survey had the purpose of characterizing the public interested in this activity, in order to guide research and technology diffusion activities. The method was found to be adequate for the purposes of the survey, which detected a need for differentiated technology diffusion actions in the Brazilian NorthNortheast and Central-South regions.

This paper analyzes the Brazilian accountability system - from the socalled public auditing undertaken by the internai controls of the Executive, Legislative and Judiciary branches, to the judgement by the exernal control, represented by the Legislative with the Federal Court of Accounts' support - and its unsatisfactory results. The paper points out the probable causes: the act that the system is more concerned about the past actions than about the present ones, which could be corrected; the absence of analyses of the model (especially economic, financiai, risk, and cost/benefit analyzes) before it is put into effect; the lack of communication between the planning and controllevels of the public administration.

Effective decison making is highly dependend on selective and qualitied information. In a world which generates a huge amount of data, the process of selecting, storing and retrieving key data and combining them in well titted information has beco me a critical one. This paper focuses on the value of good information systems to improve the decision making process, evaluates the basic kinds of information systems available in complex organizations and their usefulness for each of their main leveis. After a short review of key concepts, it presents a set of factors that must be taken into account when planning, modeling and implementing decision making support systems. Some Brazilian public sector experiences in this field are evaluated, and their strong points, deticiencies and lessons are pointed out, as well as the basic requirements that information should meet to fit the top levei management needs.

This paper analyzes some innovative programs promoted by state and local governments in Brazil. Among the innovative trends in public policy analyzed, the following stand out: the inclusion of social groups that were not considered as part of citizenship, and in the nature of the services that are rendered to the public. As for the changes on public management the following are considered outstanding: the reduction of the gap between the citizen and State agencies and policies; the increasing participation of society in the formulation and implementation of public policies; the cooperation among different leveIs of government and the integration of policies; the modernization of State agencies' administration.

Esto artículo aborda estas nuevas direcciones deI debate y discute, en base a ellas, cual debería ser el rol del Estado en el campo social en el mundo en desarrollo. El artículo hace una retlexión sobre lineamientos para el rediseiio institucional y del Estado en función de dicho rol y el tipo de gerencia que seria más indicado para uma performance efectiva del Estado en lo social. El análisis tiene un carácter exploratorio y se propone principalmente a llamar la atención para la necesidad de renovar sustancialmente los contenidos de la agenda de discusión en estas temáticas.
