Learning and organizational competences in technological education institutions: case studies Other Languages

Abstract:
This article seeks to analyze organizational learning processes by investigating the appropriation of knowledge and the change in organizational resources , as well as their interrelatedness with competence development in two institutions of higher education: the Curitiba unit of Cefet-PR (Centro Federal de Educação Tecnológica,, Federal Center for Technological Education) and CET-Opet (Centro de Educação Tecnológica do Grupo Opet, Opet Group Center for Technological Education). We conducted a descriptive and qualitative multiple case study. The analyzed phenomenon consisted of the offering of Higher Education Technological Courses (Cursos Superiores de Tecnologia - CSTs), a postsecondary vocational qualification, roughly equivalent to an associate's or foundation degree. The conceptual elements of the study were based on the resource-based theory of the firm and on principles of institutional theory and of organizational culture theory. Our results show how the articulation of resources built new organizational competences and which critical knowledge allowed new routines and practices to be established in the two selected institutions. Among other conclusions, we confirmed that the outcome of organizational learning is the acquisition of a competence that represents this process, that such competences can be developed, and that learning processes are brought about through profound change and by institutionalizing knowledge in the organizational practices.
