Show Abstract
This article deals with the evolution of administrative thinking over time and how it influenced directly or indirectly in the construction of certain discourses. This makes clear the need to understand what speech is and how, in particular, business organizations have appropriated this instrument. The main objective is to understand the recall as an instrument for the possibility of strategic analysis of business management in relation to public. Thus, there is a need to study correlated concepts such as efficiency, effectiveness and quality and how these themes may present antagonism when confronted with the so-called recall. The recall figure constitutes a tool for analysis and reflection on business management and its alleged superiority over public management. As a backdrop to this debate there is the idea of homo economicus, reinforced within the world of rationality where what can not be measurable loses meaning and is the individual of rational behavior, which offers researchers greater convenience in the sense that their behavior is quite predictable; and the development of the administrative functions have specialized the functions of the organization, where the subjects must be experts in each of them. This rationality and division remain to this day and have led to the evolution of organizations, resulting in the formation of concepts such as efficiency, effectiveness and quality. And there is another relevant factor: adaptation to the environment, to its variables such as social, political, economic, environmental, legal, demographic, ecological, among others, that shape organizations. Within this history of administrative thinking there is the theory of Burrell and Morgan, which ends up relating the theories of organizations to sociological contexts or otherwise support contemporary administrative theories. These authors understand that the theory of social sciences can be based on four paradigms based on visions of the social world, where each paradigm has its theory and that are opposed to the others. Regarding the objectives, the research was exploratory, descriptive and explanatory. Regarding the approach, the research was qualitative, allowing the reflection on several aspects including the subjective ones. As technical procedures was used the bibliographic research, carried out in a library and by electronic means (internet). The work was organized in such a way as to structure the text of the article and, finally, to fulfill the proposed objectives. It was not the intention of this article to establish a victorious line, but a line of questioning, mainly of speeches. The Business Management needs improvements in what concerns the efficiency, effectiveness and consequently quality, as well as Public. It can not be accepted that the Business Management claims superiority or that it is said of imperious quality, being the recall, in this article, the instrument of analysis, reflection and questioning; besides proving the hypothesis that Business Management still lacks many improvements in several ways, as well as in its strategies, the recall and its impacts do not function as vectors or catalysts of success.
